Program Oversight Manager

The Program Manager is responsible for organizing and coordinating each of the project's programmatic initiatives. He/She/They will provide strategic guidance to teams and project managers in ways that promote the City's goals of racial equity and social justice. He/She will also oversee the progress of the project's operations. The ideal candidate will be an excellent leader and will have experience in managing staff of different disciplines to produce results in a timely manner. He/She/They will also be able to develop efficient strategies and tactics to ensure that all programs deliver the desirable outcome to the City and its partners.
 

​Key responsibilities of the Program Oversight Manager:

  • Overseeing the operations of the Evaluation Team including the Program and Data Analysts.

  • Communicating with cross-functional teams to streamline processes and promote best practices for all program goals.

  • During the initial site set-up, coordinate with state and federal representatives to secure effective and efficient program launch.

  • Coordinating with Human Resources to develop a schedule for project consultants and contract staff and staff.

  • Serving as a conduit of information to and from all cross-functional initiatives.

  • Collecting daily information from Program and Data Analysts. 

  • Resolving issues beyond the control of the cross-functional leadership teams. 

  • Compiling regular project and program reports and coordinating with the City's Chief Financial Officer and Grants Manager.

  • Discussing procurement related decisions with the Finance Department. 

  • Discussing financial documentation requirements with the Finance Department. 

  • Developing, initiating and overseeing the project's execution.

Program Analyst

The Program Analyst is responsible for evaluating, implementing, and managing programs within an organization. He/she will assess the effectiveness and efficiency of existing programs, identify areas for improvement, and develop strategies to optimize program outcomes. The program analysts will coordinate with cross-functional teams and stakeholders to ensure program objectives are met within specified timelines and budgets. He/she will work with the Program Oversight Manager and Data Analyst to analyze program data, monitor progress, and provide regular reports and updates to the City Finance Department. The program analysts may conduct research, perform cost-benefit analyses, and provide recommendations for program enhancements or changes.

 

Key responsibilities of the Program Analyst:

  • Evaluating and assessing existing programs within the partnering organizations.

  • Identifying areas for improvement and developing program strategies.

  • Coordinating with cross-functional teams and stakeholders to implement program initiatives.

  • Monitoring program progress and ensuring adherence to timelines and budgets.

  • Analyzing program data and providing regular reports and updates.

  • Conducting research and performing cost-benefit analyses for program enhancements.

  • Developing and maintaining program documentation, including policies and procedures.

  • Collaborating with management to define program goals and objectives.

  • Providing recommendations for program changes based on data and analysis.

  • Staying informed about industry best practices and trends in program management.

Data Analyst

The Data Analyst is responsible for managing master data sets, developing reports, and troubleshooting data issues. The successful candidate will have a very fine eye for detail, experience as a data analyst, and a deep understanding of the popular data analysis tools and databases.

 

Key responsibilities of the Data Analyst: 

  • Managing master data, including creation, updates, and deletion.

  • Managing users and user roles.

  • Provide quality assurance of imported data, working with quality assurance analysts if necessary.

  • Commissioning and decommissioning of data sets.

  • Processing confidential data and information according to guidelines.

  • Helping develop reports and analysis.

  • Managing and designing the reporting environment, including data sources, security, and metadata.

  • Supporting the data warehouse in identifying and revising reporting requirements.

  • Supporting initiatives for data integrity and normalization.

  • Assessing tests and implementing new or upgraded software and assisting with strategic decisions on new systems.

  • Generating reports from single or multiple systems.

  • Troubleshooting the reporting database environment and reports.

  • Evaluating changes and updates to source production systems.

  • Training end-users on new reports and dashboards.

  • Providing technical expertise in data storage structures, data mining, and data cleansing.
